Mobile Response and Stabilization Services (MRSS) are resources Coleman has made available to help children, young adults (up to age 21), and their families experiencing a mental or behavioral health crisis no matter where they are.
What Are Mobile Response and Stabilization Services?

Mobile Response and Stabilization Services (MRSS) are resources that the state of Ohio, in partnership with Coleman and other behavioral health organizations, has made available to help children, young adults (up to age 21), and their families experiencing a mental or behavioral health crisis no matter where they are. Issues like depression, self-harm, grief and loss, substance use, family conflict, and suicidal thoughts can escalate into a crisis anywhere and anytime.
Our MRSS team will come to the youth and family at their home, at a school, workplace, or another community setting.
How Does MRSS Work?
All it takes to initiate a visit is a phone call to 988 and asking for MRSS.
When you call 988, ask for MRSS. An MRSS call specialist will discuss your crisis situation, determining the most appropriate care, and collaborating with you on how to best respond to youth and family’s needs. This may include staff arranging for a Mobile Response at an agreed upon location as soon as possible or if needed arranging for other emergency services.
The goals of a Mobile Response Services Team visit are to:
- De-escalate the situation in the least restrictive setting possible
- Develop a safety plan with the youth and family
- Prevent the crisis from worsening and stabilize the situation by building skills and making appropriate referrals for support and services
- Offer up to 42 days of support to assist in stabilizing the youth and family
Who Is on the Mobile Response Team?
MRSS Teams are made up of professionals who have expertise in treating the behavioral health needs of youth and young adults. Team members may include:
- Licensed Clinicians
- Case Managers
- Family/Youth Peer Support Specialists
- On-Call Psychiatric Staff
When Should I Call the Mobile Response Team?
Call 988 and ask for MRSS when you or someone you care about are feeling emotional or behavioral distress, such as:
- Depression and Anxiety
- Thoughts of Suicide
- Self-Harm / Self Injury
- Substance Use
- School Truancy
- Family Conflict
- Overwhelming Stress
Who Can Call the Mobile Response Team?
Anyone who is concerned about or in conflict with a child or young adult may call 988 and ask for MRSS for an urgent intervention.
Where Are Stabilization Services Available?
Coleman is the designated Regional Management Provider (RMP) serving Regions 6, 14, 17, and 18. The MRSS program is new to some counties but is available in all 88 counties throughout the state of Ohio as of September 2nd 2025. MRSS is currently provided by Coleman or managed under Coleman's Leadership as the RMP in these Ohio counties:

What Happens When the Mobile Response Team Shows Up?
Upon arrival, the MRSS Services Team will:
- Assess the situation that led to the call
- Work to diffuse the conflict
- Collaborate with the family to create a plan for safety for the youth and family
- Determine next steps to assist the family in preventing further crises
Next steps could include scheduling a second visit to further determine the family’s needs and develop a plan. It might also mean enrolling the family in up to 6 weeks of intensive support that could include skill building, peer support, referrals to ongoing services, or linking the family to other resources.
How Much Do Stabilization Services Cost?
Mobile Response and Stabilization Services are provided to all individuals up to the age of 21 regardless of race, sex, religion, physical ability, nationality – or ability to pay. There are no fees for families associated with MRSS.
When Should I Call 911 Instead of 988?
Call 911 instead of 988 if you’re experiencing life-threatening situations or medical emergencies, like:
- Overdose
- Suicide Attempt in Progress
- Violence
