Warren, Ohio (September 5, 2025) – A major new community resource is taking shape in Warren, Ohio, as work finalizes on a new Behavioral Health Crisis Center and Sister Jean’s Lighthouse, a Supportive Housing project. This is a multi-service facility designed to provide 24/7 crisis intervention and supportive housing for women and children experiencing homelessness. A ribbon cutting will take place on September 30th at 10:00 a.m.
Located at 820 Pine Avenue SE in Warren, the 17,080-square-foot renovation will transform a former warehouse/office building, previously owned by the Trumbull County Mental Health and Recovery Board, into a hub for behavioral health crisis services and transitional housing. An additional 7,670 square feet of contiguous space is also being renovated to further expand Coleman Health Services’ offerings in Trumbull County.
Serving the Region’s Most Vulnerable
Once operational, the facility will serve over 3,000 individuals annually, focusing on those experiencing a mental health crisis, substance use disorder or homelessness. The goal of supportive housing is to stabilize individuals and families so they can transition into permanent housing and self-sufficiency.
“This project is more than bricks and mortar, it’s about creating hope, safety, and stability for people in crisis,” said April Caraway, Executive Director of the Trumbull County Mental Health and Recovery Board. “When doors open, this facility will offer a lifeline to individuals and families who need it most.”
Crisis Access Services
The Crisis Access Center, operated by Coleman Health Services, will offer private intake rooms, prescreening offices, MRSS (Mobile Response and Stabilization Services) offices, counseling, case management, pharmaceutical services, a welcoming waiting area and dedicated reception. A private entrance for emergency personnel and designated ambulance parking will ensure quick and secure access for those in urgent need.
Supportive Housing for Families
Sister Jean’s Lighthouse will provide eight fully equipped apartments, two one-bedroom units for single women and six two-bedroom units for women with children. It will provide short-term supportive housing for families in crisis. The Youngstown Warren Urban League will operate the housing services named in memory of Sister Jean Orsuto, a champion for the unsheltered.

This project is supported, in whole or in part, by federal award number SLFRP0130 awarded to the EXECUTIVE OFFICE OF THE STATE OF OHIO by the U.S. Department of the Treasury. Other major funders include the Trumbull County Mental Health & Recovery Board, the Ohio Department of Mental Health and Addiction Services ARPA funding via Heartland Regional Collaborative, the City of Warren Home ARPA funds, and an OhioMHAS Capital Grant.
